SPP’s High Impact Large Load Interconnection Solutions: Powering Growth, Accelerating Opportunity

Resources:

SPP will soon lead the nation in enabling rapid, reliable, and innovative solutions for the interconnection of high impact large loads (HILL), including data centers, advanced manufacturing, and industrial facilities. As electricity demand surges across the U.S., SPP is positioning its region as an attractive destination for major power users who seek speed, certainty, and the highest standards of reliability. With our new suite of interconnection pathways, HILL customers will find as timely and dependable path to “plug in” as anywhere in the country.

SPP’s proposed solutions—including Conditional High Impact Large Load (CHILL) service and the High Impact Large Load Generation Assessment (HILLGA)—offer a streamlined, competitive solution to support commercial and industrial growth. The new process can deliver a clear path to interconnection agreements in within 90 days, all while maintaining rigorous reliability standards and transparency in cost allocation. For customers with urgent timelines, CHILL service provides conditional access to the grid, offering quick study results and interconnection, with the tradeoff of potential curtailment during periods of system stress to protect regional reliability.

SPP’s approach integrates transmission service, generator interconnection, and delivery point studies into a single, coordinated framework that removes bottlenecks and enables timely, confident business decisions. The HILLGA process allows SPP to study both HILLs and their supporting, often on-site generation in parallel, reducing risks and complementing economic development efforts. These solutions are designed to work alongside our established long-term service pathways, ensuring flexibility and scalability for customer needs.

We are moving with urgency, collaboration, and innovation. Developed through more than a year of stakeholder engagement and expert analysis, these policies reflect SPP’s commitment to keep our region competitive and responsive to market needs, while safeguarding the reliability our customers depend on.
