Cost Control and Allocation Review & Evaluation Team

Given the accelerated load growth occurring in the SPP’s footprint and the changing dynamics of the electric grid, including those associated with large, locational load development, it is essential to assess whether SPP’s current transmission cost controls and cost allocation framework are effective and appropriate.

The Cost Control and Allocation Review & Evaluation Team (CARE Team) will serve as a cross-functional leadership body to review, evaluate, assess, and recommend refinements or alternatives to the current transmission cost controls and cost allocation methodologies. The CARE Team’s recommendations should strive to increase confidence that SPP’s processes produced efficient cost-effective results and that costs are equitably allocated commensurate with expected benefits received, while maintaining fiscal discipline necessary to support infrastructure investment that meet regional reliability needs.
