Regional State Committee
The SPP Regional State Committee provides collective state regulatory agency input on matters of regional importance related to the development and operation of bulk electric transmission. The SPP RSC is comprised of retail regulatory commissioners from agencies in Arkansas, Iowa, Kansas, Louisiana, Minnesota, Missouri, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota and Texas.

The purpose of this RFP is to invite proposals from interested parties with expertise in electric transmission cost allocation and evaluating benefits of electric transmission system upgrades. Through this RFP, the SPP RSC is seeking a qualified, proven consulting firm with expertise in the area of transmission cost allocation and in ways to evaluate the benefits of electric transmission system upgrades and performing studies on calculating those benefits. The selected interested party/consulting firm will use their expertise to assist the RSC in researching and evaluating cost allocation methodologies for transmission projects in the SPP RTO region and will use their expertise to assist the RSC in the area of evaluating benefits of electric transmission system.
