Qualified Owners and Operators. "QOO" defines the two combined groups of Qualified Controllable Device or "QCD" owners and Operators of Qualified Paths or "QP." The QOO group is the governing body which can approve the administrator under the WIUFMP by 2/3 vote of QPs and 2/3 vote of QCDs.
